Setting Permissions

I have searched this forum, so if I missed my apologies. I did find the codes needed to set the permissions but I am unclear on which file I need to edit or how I set the specific permissions for a file. I saw reference to a settings.ini file but I could not locate one in my installation. Thanks in advance

Permissions to what? Do you want to print/edit protect the PDF-files?
