settings.ini ignored but gui.exe isn't

I followed your installation guide for network distribution and everything works except for the settings.ini file I created. The registry settings are correct but the printer will not honor the settings.ini file. The gui.exe works fine but for network distribution I want the settings.ini file to take priority and set a default output folder that is created within the distrib.bat file.

Here is what my settings.ini file consists of:

[PDF Printer]
Target=default
Output=C:\Program Files\Datalyzer Spectrum\DatalyzerPDFs\<basedocname> <date>.pdf
ShowPDF=no

When the same output is entered in the gui.exe it works perfectly.
