Tranparent JPEG in Visio file

I have a file with layers of text and graphic elements. I added some JPEG images on a layer in between the text and a background color box and set them to 90% transparent to add a unique texture to the text background. If the transparency is set to anything above 50%, the image does not print. I still get all the text and background colors, just not the JPEGs that have been set to 90% transparent.
What's the magic setting?
