It appear that sometime between 28 March and today the license terms displayed at http://www.bullzip.com/products/pdf/info.php changed from

Yeah, I wonder the same thing when I was reading the terms of use. We'd like to stick to one software because It's easier to manage, to keep track on the upgrade, the license and all that. Could someone from the BullZip sales reply to this please? We'd rather purchase from you than to get a different software (we hope the price is not as much than that too ^_^ ).... thanks a lot!

When there was no response to my original post, I emailed Bullzip. The response that I got back (very quickly, I might add) was:
The reason for the license change was that we need to get funds to continue working on this project. We still believe that software should be available to everybody and this is why we kept it free up to 10 users. Companies with more than 10 employees are most likely able to pay the small amount for the license.
We elected to purchase the licenses that we needed and contribute to the excellent work that they have done. That also made us eligible to use bioPDF PDF Printer which has some additional benefits.
